Convenience helper: import a raw P-256 ECDH public key from
SEC1 uncompressed bytes into a CryptoKey usable with eciesSeal.
Throws if the bytes are not a valid P-256 public point.
The returned key is non-extractable: callers use it only as the
peer-side input to deriveBits, and anyone holding the raw bytes
already has full re-import capability, so disabling
crypto.subtle.exportKey here loses nothing and shrinks the
key-material attack surface.
