Reject with LastWriterRemovalError when no other writer would remain. The check runs inside the serialized membership operation that publishes the removal, so local role changes and remote ACL changes that this instance applies cannot interleave with it. It cannot stop concurrent removals issued by other peers from converging to an empty writer set.
